Labour Minister praises the Cabinet's announcement of the "From It (Minha) to the Top" initiative

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, praised the announcement by the Council of Ministers, chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, on the launch of the "From It (Minha) to the Top" initiative to support the career development of Bahrainis holding higher degrees, which allows the citizens of the country to obtain quality jobs that suit their qualifications. Accordingly, the Minister stressed that this initiative comes in light of the government's interest in enhancing career development opportunities that contribute to raising the standard of living of citizens working in the private sector, as it is the main engine of the national economy. This initiative also corresponds to a proposal submitted by the House of Representatives. Humaidan pointed out that this initiative will contribute to enhancing the opportunities offered by institutions and companies operating in the private sector to attract more national competencies who are equipped with professional skills and academic certificates. Moreover, this initiative will be a guarantor to raise the productivity levels of institutions and companies, noting in this context the efforts made by the Labour Fund "Tamkeen" to implement this initiative and other programs implemented in cooperation with the Ministry of Labour to intensify the integration of national competencies in the labour market and provide them with the necessary support for rehabilitation and development in various work and production sites. He also indicated that the ministry is engaging all its capabilities to achieve the desired goals of this initiative within the framework of joint cooperation to develop the national workforce known for its professional ambition to reach advanced leadership positions in all productive sectors. On this occasion, His Excellency the Minister of Labour called on private sector establishments to take advantage of this initiative in order to develop the job performance of their employees, promote them and benefit from their wage support for a period of two years by at least 20%. He stressed that the Ministry of Labour pays increasing attention to the career advancement of Bahrainis working in the private sector, which is represented in providing employees with new academic qualifications and intensifying specialized training to enhance their personal and professional skills and abilities in line with the requirements and developments of the continuous labour market and the creation of jobs in non-traditional fields. Humaidan: The success of the economic recovery plan in speeding up employment in the private sector

Employing 7101 and training 2084 citizens in the Q1 of 2023 Number of Bahrainis in the private sector increased by 3.5% in 2022 H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Labour Market Regulatory Authority (LMRA), focused on the role of the economic recovery plan in achieving positive results in speeding up the pace of employment of national cadres in various functional and professional sectors in the private sector. This came in light of the employment initiative of the economic recovery plan and making the citizen the first choice in the labour market. Humaidan explained that 7,101 citizens were employed in various private sector establishments, representing 35% of the target announced within the economic recovery plan of 20,000. Also, 2084 citizens were trained during the same period out of the total announced goal of 10,000 citizens for the current year 2023. This happened, as a result of the Cabinet's review of the latest employment and training developments within the economic recovery plan, during the period from January to March 2023. His Excellency indicated that the government continues to develop and launch qualitative stimulants and provide many encouraging incentives for the employment of university students, which contributed to raising the employment rates of citizens, especially university students, to 33% of the total employees in the first quarter of 2023, compared to 30% last year. The percentage of female employment increased to 44% of the total Bahraini employees in the private sector in the first quarter of 2023 compared to 40% in 2022. This increase reflects the importance of the recently launched government initiatives to accelerate the recruitment of engineers, lawyers, doctors and various specialties. Simply put, the existence of a qualified Bahraini workforce that manages the wheel of production in all economic and commercial sectors, which is attributable for its efficiency and high self-and professional capabilities is one of the reasons for the escalating growth of the productive sectors and an encouraging factor to stimulate and attract more foreign investments to the Kingdom of Bahrain. On this issue, the Labour Minister pointed out that the growth of the national economy resulted in an increase in the number of Bahrainis working in the private sector by 3.5% in 2022. Humaidan stated that according to the indicators and developments of the labour market, the average wage of Bahrainis in the private sector by the end of 2022 reached about BD780, commending in this context the cooperation of employers, their support and encouragement of national efforts to make the citizen the first choice in the labour market and their clear endeavor to make the employment initiative a success within the economic recovery plan. The minister also praised the confidence of employers and their pride in the national workforce, relying on them and attracting them to contribute to the development process. On this subject, the ministry has taken the initiative to publish the names of the 2805 companies that contributed to the employment of Bahrainis in the first quarter of this year on its website, in recognition of its contribution to employing 7101 Bahrainis in the mentioned period. With that said, Humaidan expressed his appreciation for the keenness of young Bahrainis to invest opportunities to prove their worth for success and excellence in the fields of work and production in private sector establishments.

Minister of Labour receives the President of the Bahrain Medical Society

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, commended the role played by the Bahrain Medical Society in supporting national medical cadres at various levels. During his meeting with Dr. Amer Ibrahim Al-Derazi, President of the Bahrain Medical Society, in his office, to discuss enhancing cooperation, Humaidan expressed his appreciation to the society for performing its noble humanitarian mission towards the medical profession and developing workers and which, will reflect positively on the overall health and wellness of society. In this context, the minister affirmed the support of the Ministry of Labour for the Bahrain Medical Society as a means to achieve its objectives as well as, to improve the quality and efficiency of services provided by the health sector in the Kingdom of Bahrain. During the meeting, many ideas and initiatives aimed at integrating Bahraini medical human resources into private health and medical centers and institutions were discussed, which are the result of joint national efforts that insist on making citizens the first choice in the labor market. For his part, Dr. Al-Derazi praised the Ministry of Labor's approach in coordination, cooperation and integration with various authorities related to the health sector in the country. In this regard, Al-Derazi praised the ministry's initiatives to rehabilitate and integrate Bahraini cadres in medical and health centers and institutions in the private sector. These include the provision of specialised quality training opportunities, wage subsidies, and other encouraging incentives for citizens and employers.

Humaidan congratulated members of the "Al Hurr Union" for awarding them leadership positions in Arab labour unions

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, met in his office, Mr. Yaqoob Yousef Mohammed, Chairman of the Executive Council of the Bahrain Free Labour Unions Federation “Al Hurr”. He was also accompanied by a number of “Al Hurr” union leaders who have recently obtained leadership positions in a number of Arab trade unions. Humaidan praised the victory of “Al Hurr” members who had been granted leadership positions. Next, the minister pointed out that this achievement reflects the confidence of Arab trade union organisations in the Bahraini competencies, which are a source of pride for their extensive experience in the field of union work. He reiterated that the Kingdom of Bahrain places high confidence in the significant role played by workers and trade unions in promoting the principles of partnership and social dialogue between production parties. Not to mention, their contribution to activating and improving productivity levels in various economic and commercial sectors, which contributes to supporting and stabilizing the labor market. For his part, Mohammed praised the support of the Ministry of Labour for the workforce and trade union organisations, aspiring to more cooperation between the relevant authorities in the labour market. He also focused on the importance of maintaining sustainable growth in various productive and economic sectors. It is worth mentioning that members of the Bahrain Free Labour Unions Federation “Al Hurr” who have recently elected are namely: Ms. Nora Mohammed Al-Faihani, Chairman of the Central Council of the Arab Federation of Banks and Financial Affairs for Workers in Banking, Insurance and Financial Business - Mr. Haitham Isa Rashdan, Assistant Secretary-General of the same Arab Federation - Ms. Safia Mohammed Shamsan, Secretary General for Administrative and Financial Affairs, Projects and Investments at the Arab Organization for Education - and Ms. Huda Mutlaq Al-Thawadi, Chairman of the Working Women Committee of the Arab Federation of Municipal and Tourism Workers. Last but important, the election of Mr. Yousef Ahmed Abdullah, Vice President of the Arab Transport Union and Mr. Abdul Aziz Yousef Al-Saad, Assistant Secretary-General for Occupational Health and Safety in the same Union.

In celebration of "Bahraini Youth Day": Minister of Labour: The competencies of our youth have recorded remarkable successes in various productive sectors

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, stressed that the great support enjoyed by the youth of Bahrain from His Majesty King Hamad bin Isa Al Khalifa, is one of His Majesty’s continuous directives to promote opportunities that enable the people of the country to contribute in all fields, foremost of which is the labour field. This support has provided an ideal environment for those with these capabilities to start, excel, be competitive, and achieve clear professional success stories in the labour market. All of this has become a reality after the close follow-up of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister. This came in a statement by HE the Minister of Labour on the Kingdom of Bahrain's celebration of “Bahraini Youth Day”, which is based on the decision of the Council of Ministers, to choose “25 March” of each year as Bahraini Youth Day. This gesture is a tribute to the contributions and creativity of the nation's youth and their role in the renaissance and development witnessed by the Kingdom in various sectors. Humaidan noted that the youth sector has always been a priority by the government. Not only that, but the government has been keen to open the way for young people to achieve their hopes and ambitions, and to occupy leadership positions in various fields in the Kingdom as one of the main pillars of sustainable development and the most important elements of success and competitiveness. These achievements were achieved amid the interest and support of His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs. His Highness Shaikh Nasser has voluntarily taken the role of the apt navigator who leads and propels the youth efficiently and competently towards excellence and provides them with opportunities to participate positively in decision-making and innovate solutions to challenges. In this regard, Humaidan pointed out that most of the services provided by the Ministry of Labour are directed to young people, especially job seekers and entrepreneurs seeking to establish their own projects, with the aim of helping them overcome the difficulties and challenges they face in the fields of rehabilitation, employment and entrepreneurship. Based on the rapid and successive developments in the labour market, especially in the field of digital technology, His Excellency stressed that the Ministry of Labour, in cooperation with the relevant authorities, focuses on developing and strengthening the process of vocational guidance during the school stage, in order to support this category in choosing vital job specialisations in the labour market. HE the Minister of Labour affirmed that the Kingdom of Bahrain is committed, through its strategies and plans for the advancement of youth, to blend the intellectual and practical framework, simultaneously. The meeting also focused on the ministry’s efforts and initiatives to encourage youth and employers to benefit from the incentives and benefits provided in the areas of specialized qualification, wage support, improving work structure and raising production levels in private sector establishments. During the meeting, they pointed to the need to enhance cooperation between the legislative and executive authorities in support of joint efforts to achieve sustainable development goals, including the development of national legislation related to labour fields.

In a visit to “MONDELĒZ Factory” .. Labour Minister briefed on employment of Bahraini capabilities

Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, emphasised that national human cadres in various professional domains have ably proven their worth in all economic and commercial sectors. This is thanks to their excellence in their job performance and the confidence of establishments in their abilities, besides reliance on them in virtue of their discipline, seriousness, commitment to work values and keenness to improve productivity. This came during an inspection visit by Humaidan, in the presence of His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry, to “Mondelēz Factory”, located in the Bahrain International Investment Park in Hidd Industrial Area, as part of a series of visits to companies and institutions supporting the initiatives and programs of the Ministry of Labour in the field of employing Bahraini cadres. He then met with Mr. Salah Al-Marasi, General Manager of the factory, Mr. Hussain Jawad, General Manager of Manufacturing and Production, Mr. Mohammed Al-Aradi, President of the Factory Syndicate, and a number of officials. The Labour Minister was also briefed on the efforts taken by the company to implement its strategy in recruiting and relying on qualified Bahraini cadres. The company is one of the state-of-the-art biscuit manufacturing plants specialised in the production of snacks, which covers the Gulf region, the Levant and Africa. During the visit, Mr. Al Marasi briefed HE the Minister on the role of the factory, its stages of development and work in the Kingdom of Bahrain, and the plan of the Board of Directors to integrate Bahraini youth in various departments and production processes, during this year and the coming years. The facility currently employs 89 citizens, noting that 20 Bahrainis will be trained next week in the factory's departments for a period of six months. The fact is that all of them have been nominated by the Ministry through the "Foras" program, and that those accepted from them will be employed. Humaidan met with many of the company's employees and listened to their success stories and professional advancement in various job disciplines, praising their giving and excellence in performing their work and job tasks. He also noted the role of the factory union in promoting social dialogue within the company, which is the main driving force for achieving high levels of productivity. On this occasion, H.E. the Minister of Labour stressed that the government would continue to launch and implement qualitative initiatives to accelerate the pace of employment of citizens and improve their self-capabilities, stability and career development. It is also keen to provide encouraging incentives to them, as well as support companies and institutions operating in the private sector in line with the objectives of the economic recovery plan. The fact remains that the top priority of the government is to always make the citizen the first choice in the labour market.

As part of the implementation of "For You" within the initiatives of the National Plan to Enhance National Belonging and Consolidate the Values of Citizenship "Bahrainuna", the Ministry of Labour organized a ceremony to honor 20 citizens working in high-risk professions and fields of work. His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Occupational Safety and Health Council, honored them in recognition of their merit, sincere giving and excellence in various productive sectors, despite the danger of working in those fields. The ceremony was attended by His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry of Labour, Brigadier Mohammed bin Daina, Director General of the General Department of Media and Security Culture at the Ministry of Interior, General Supervisor of the Executive Office of the National Plan "Bahrainuna", along with representatives of the Bahrain Chamber of Commerce and Industry, trade unions and a number of officials. It aims to highlight the efforts and sacrifices of sincere national cadres working in high-risk professions in the private sector, as all the work and tasks they perform are absolute proof of high nationalism within them stemming from their belonging and love for their homeland. Hence, all appreciation and gratitude to them for this giving and for their pivotal contributions to building and elevating the national economy. Humaidan also reiterated that the Ministry of Labour continues to intensify its efforts to enhance the protection of workers from the risks of the work environment by following the best practices when carrying out dangerous work in a way that preserves the safety and health of the workforce. He called on employers to develop measures to protect workers from these risks, increase the effectiveness of occupational safety and health committees in establishments and enhance relevant training programs for all workers. For his part, Brigadier Bin Daina, General Supervisor of the Executive Office of the National Plan to Enhance National Belonging and Consolidate the Values of Citizenship (Bahrainuna), pointed out that honoring this group of national competencies reflects the value of pride in the people of Bahrain. It is also considered one of the most prominent values and core elements in the initiatives of (Bahrainuna) that are implemented by national cadres and within the framework of a constructive community partnership, based on the directives of His Excellency General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Committee to follow up the implementation of the national plan. He explained that the implementation of "Bahrainuna" initiatives is a joint national responsibility, in which the efforts of official institutions, the private sector and civil society organizations are integrated through a national system, united by noble goals and love and appreciation of the homeland. Earlier, the Ministry of Labour formed a tripartite committee to select candidates, with the participation of representatives of the General Federation of Bahrain Trade Unions, the Free Federation of Bahrain Trade Unions, and the Bahrain Chamber of Commerce and Industry. This committee examined the applications and selected the honorees who meet the requirements. Humaidan briefs Iraqi Labour Delegation on Bahrain's experience in union work

His Excellency the Minister of Labour, Mr. Jameel bin Mohammed Ali Humaidan, met with Mr. Sattar Danbous Barrak, President of the General Federation of Trade Unions in Iraq, and his accompanying delegation, on Thursday, in his office at the ministry. This was in the presence of the Chairman of the Executive Council of Bahrain Free labour Unions Federation, Mr. Yaqoob Yusef Mohammed. Humaidan stressed the importance of such visits to exchange experiences and benefit from experiences between brotherly Arab countries, including the Republic of Iraq. The minister also pointed to the keenness of the Kingdom of Bahrain and its labour organisations to review the qualitative initiatives in the field of trade union work in other countries, as well as coordination when participating in Arab and international forums to enhance positive cooperation between the production parties. HE the Minister also briefed the Iraqi trade union delegation on the latest developments in the labour market in the Kingdom of Bahrain, and the most important achievements at the labour level. Among other things, he focused on efforts to develop social dialogue and promote the principles of independent trade union work and the gains made for workers in light of the comprehensive development process of His Majesty King Hamad bin Isa Al Khalifa. In this context, Humaidan stressed the government's keenness to support workers' organizations to perform their duty to defend the interests and rights of the workforce. Not to mention, when workers get any gain, it will reflect positively on the work environment, develop it, improve productivity levels, and support the economy in general. For his part, Mr. Sattar Dandous Barrak praised the experience of the Kingdom of Bahrain in developing the labour market system, as it is considered one of the pioneering experiences. He also affirmed the support of the General Federation of Trade Unions in Iraq for the efforts and cooperation of workers in the Arab world between trade union organizations in order to enrich the experiences of workers professionally, increase production and upgrade the constructive relationship between the three production parties in order to enhance the stability of labour markets and the development and prosperity of our Arab societies.

Labour Minister briefs MP Tamimi on initiatives to employ citizens in the private sector

Minister of Labour meets Director General of the International Organization for Migration

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, met with Mr. António Vitorino, Director General of the International Organization for Migration (IOM), on Sunday at his office at the Ministry, who was accompanied by a number of officials of the Organization. Also in attendance were Mr. Mohamed Al-Zarkani, IOM Chief of Mission in the Kingdom of Bahrain, along with Ms. Noof Abdulrahman Jamsheer, CEO of the Labour Market Regulatory Authority. Mr. Vitorino's visit to the Kingdom of Bahrain comes within the framework of cooperation between the State Organization for Migration (IOM) and various relevant authorities in the Kingdom of Bahrain, including the Ministry of Labour and the Labour Market Regulatory Authority, to enhance communication and exchange of best practices and experiences, in order to achieve the Sustainable Development Goals. This step came after the organization opened an office in Bahrain in 2019, especially since the Kingdom has been an observer member of the International Organization for Migration since 2006. During the meeting, they discussed ways for the Ministry of Labour to benefit from the Organization's expertise in the field of trafficking in persons, in particular the training of relevant workers on this file. They also discussed the exchange of experiences between the Labour Market Regulatory Authority and the Organization in the field of training and capacity building, as well as cooperation in the field of spreading and disseminating the culture of combating trafficking in persons and respecting workers' rights. Humaidan reviewed Bahrain's experience in launching specific initiatives to enhance social protection for workers, develop legislation related to the movement and protection of labour in accordance with international labour standards, equivalent to combating all forms of discrimination and address any practices in the field of trafficking in persons. In this context, the minister stressed the government's efforts to intensify cooperation with specialized organizations, including the International Organization for Migration, which is keen to adopt studies and conduct research related to the promotion of social protection and human rights in general. For his part, the Director General of the International Organization for Migration praised the efforts of the Government of the Kingdom of Bahrain in keeping pace with its national legislation to achieve the principles of equality between all, prevent all forms of discrimination, and its continuous endeavor to consolidate the principles of human rights and ensure a decent life for all, (i.e., citizens and expatriates). Bahrain is also a role model in the field of preserving and caring for the rights of the workforce, pointing out in this context that the organization seeks to develop its cooperation with the group of partners in the Arab countries in achieving the organization's objectives for the benefit of all.

On the occasion of International Women's Day ... Humaidan: Worldwide ovation for labour law amendments in support of working women

The International Labour Organization (ILO) praised the Kingdom of Bahrain's contribution to gender equality in the labour market by strengthening joint efforts and developing national legislation related to equal opportunities and treatment between men and women. This international praise came thanks to the unlimited support of His Majesty King Hamad bin Isa Al Khalifa, and in light of the sound policies and decisions of the government, headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, and the efforts and initiatives of Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, wife of His Majesty the King and President of the Supreme Council for Women, which provided Bahraini women the opportunity to exercise their active role in the construction and development movement, locally, regionally and internationally. His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, said that the Committee of Experts on the Application of Conventions and Recommendations of the International Labour Organization (ILO) has expressed its interest in the progress made in the Kingdom of Bahrain through the Committee's recently issued report, which will be presented at the 111th session of the International Labour Conference to be held in Geneva in June 2023. The report referred to the executive measures taken by the Kingdom of Bahrain in the field of developing its national legislation to enhance the status of women in the labor market. Foremost among these are the articles added to the Labour Law in the private sector, which prohibit wage discrimination between male and female workers for work of equal value, as well as lifting restrictions on women's night work and allowing them to be employed in all professions and economic and productive sectors. This came in a statement by His Excellency the Minister of Labour on the occasion of International Women's Day, which falls on the 8th of March of each year. This year's theme is "DigitALL Engaging All: Innovation and Technology for Gender Equality", with the aim of empowering women to participate in decision-making for sustainable development and social equality. Humaidan praised the title of this year's celebration 2023, pointing out that Bahrain has implemented many initiatives and projects with the aim of contributing to the rehabilitation of Bahraini women and developing their necessary digital skills. All these initiatives have enhanced women's access to jobs in science, technology, engineering, and mathematics (STEM) and other areas of artificial intelligence. The minister indicated that engaging women in technology contributed to more creative solutions, and greater potential for innovations that meet their needs and promote gender equality. In this context, he saluted the role of the Supreme Council for Women, chaired by Her Royal Highness the King's wife, in achieving many achievements and gains for Bahraini women, empowering them, as well as proving their capabilities in economic, political and community participation, and consolidating the principles of equal opportunities in various fields. He also affirmed the keenness and interest of the Ministry of Labour in strengthening the partnership with the Supreme Council for Women, to achieve more achievements in the field of qualifying and employing Bahraini women and integrating them into the labour market. His Excellency the Minister of Labour highlighted that the government's initiatives contributed to raising the percentage of female employment to 41% of the total employment in 2022 compared to 34% in 2020. These results came through the introduction of remote work and part-time work for females, including their inclusion in wage subsidy programs, labor laws and social insurance, and marketing campaigns with employers to obtain suitable vacancies for females, especially university women. He pointed out that Bahraini women constitute 54% of the total employees in the public sector, 35% in the private sector, and constitute 39% of the total national workforce in 2022. As part of a series of visits to companies and institutions supporting the Ministry's initiatives and programs in the field of employing national cadres, H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, paid a visit to the Bahrain Aluminium Extrusion Company (BALEXCO), where he met with Mr. Jassim Mohammed Seyadi, Chairman of the Board of Directors, alongside several officials of the company. BALEXCO is one of the companies working in the manufacture of building and construction materials from aluminum products through extrusion systems to produce doors, window frames and others, as it exports its national production to regional and Asian markets. Humaidan was briefed on the company's efforts and plan to recruit national workers in its respective departments and met with a number of new Bahraini recruits. During the year 2022, the company recruited 24 citizens in various technical and supervisory jobs, as part of its plan to increase the percentage of Bahrainisation, which currently reaches 58%, and it focuses on qualified national competencies and seeks to increase this percentage. The company plans to hire 24 more Bahrainis during the current year 2023 and is continuing its procedures to attract more national talent during the next phase. The minister also listened to the success stories of a number of employees who have progressed to leadership positions, where he was briefed on their professional experience and development opportunities in various production departments. Humaidan praised the national workforce present in various sectors, pointing out that qualified Bahraini cadres are one of the most important reasons for the success of companies and economic and commercial institutions. As they reflect the effective decisions taken by the administrative leaderships of the establishments and their confidence in and reliance on national human resources for their discipline and seriousness, their commitment to work values, as well as their keenness to improve productivity. That being so, the Labour Minister explained the government's seriousness in launching more initiatives to accelerate the pace of employment, support graduates and provide them with incentives, as well as provide incentive benefits to companies and institutions in order to attract and integrate citizens into the labour market. For his part, Seyadi pointed to the keen interest of Balexco to implement its plan to increase the employment of Bahraini cadres and develop their professional capabilities in light of the strategy it pursues to expand production operations, as the company believes in the role of the national workforce. He also expressed his thanks to the Ministry of Labour for its role in launching and implementing many initiatives to rehabilitate and employ Bahraini youth in diversified job specialties, noting in this context that the company benefited from the "Foras" program implemented by the ministry. The plans are based on supporting the growth of the private sector in generating job opportunities, which accounts for 70% of the national workforce compared to the public sector, which constitutes 30%. The activity of the economy and the generation of decent job opportunities for citizens in the private sector depends primarily on the ability of the Kingdom of Bahrain to attract foreign investments, and this requires the openness of the Bahraini labor market and keeping pace with global changes, and that the regulatory environment be attractive from a legislative and regulatory point of view through the facilities granted. Bahrain is also making various efforts to align education outcomes with the needs of the labour market. This relies on a policy of stimulation and support for the private sector to generate suitable job opportunities by addressing any difficulties related to cost or skill, which makes Bahrainis desirable in the labour market. These initiatives being part of the economic recovery plan were able to employ 29,995 Bahrainis in 2022, which constitutes 149. 9% of the stated target of employing 20,000 Bahraini nationals annually. In addition, it proves that the Bahraini worker has proven his/her ability to compete because of his/her skill in the labour market, which led to the dependence of many establishments that voluntarily rely on national labour and achieve high Bahrainization rates that exceed the prescribed rates, which reached to 80-90% in some establishments. This came in response to HE the Minister of Labour to the parliamentary questions submitted by MPs:. Khaled Saleh Buanaq, Hassan Ibrahim Hassan, and Maryam Saleh Al-Dhaen, in the 12th regular session of the first session - the sixth legislative term, on Tuesday, at the headquarters of the House of Representatives. Humaidan pointed to the government's interest in developing training and education that contribute to the advancement of human resources. The minister reiterated that the formation of Bahrain Strategy for Education and Training it will be concerned with measuring modern advanced indicators for the development of higher education, public education and early education, focusing in the next phase on directing funding to programs targeted by the labour market, practical skills, simplification of procedures and the governance system. His Excellency also referred to the initiative to expand Bahrain Polytechnic College in the academic stages and the National Plan for Career Guidance. In addition, steps will be taken to intensifying cooperation with the Ministry of Education, the Higher Education Council and the University of Bahrain to ensure greater harmonisation between the outputs of university education and the needs of the labour market and focus on the required specializations. He also spoke about the existence of many initiatives needed to synchronise the outputs of education and training with the actual and future needs of the labour market. For instance, the "Employability Skills Platform" initiative, which is an electronic system that works to provide comprehensive and integrated data on the most important skills and jobs required by the labour market, to help in drawing up future policies for government institutions. Regarding candidacy for jobs, Humaidan stressed that the electronic system in force at the Ministry of Labor does not accept that the job seekerو or even the ministry employee nominates anyone to a job that violates the job requirements offered by the employer. He pointed out that the employer is the only one who shall determine the specialisation and qualification required for the job and that is by depositing the vacancy through the electronic system with all the data pertaining to the job: such as job title, salary, type of work and other matters. From then, the ministry checks the vacancy, and if it is approved, it is displayed in the e-Career Expo. When the job is included in the system, the job seekers will be presented with the opportunity to nominate themselves. In the event that the employer requests to organize group interviews with job seekers at the ministry’s building, the latter will make the required arrangements in this regard. All procedures carried out by the Ministry, the employer, and the job seeker are documented in the system. All the actions taken by the Ministry appear in the job seeker's account, and there are also opportunities for nominations in his account in the system, which enables the researcher to follow up on the results of nominations in real time. The Ministry's www. mlsd. gov. bh website provides all interested parties with the possibility to view the jobs offered and their suitability to the qualifications of job seekers. The Ministry welcomes the receipt and treatment of any case that the owners believe has been carried out with a mismatch between the qualification required by the employer for the job with the academic qualification of the job seeker for which he was nominated. This is done through the grievance system within the job seeker services on the Ministry's website. In addition, Humaidan confirmed that the data of the Ministry of Labour in employment is identical with the data of the Social Insurance Organization, through the use of a single system within the electronic operations system of the government. Moreso, the transactions of employment and insurance applications are processed in the same application submitted by the employer after signing the employment contract concluded under the supervision of the ministry. In this context, His Excellency pointed out that the Ministry of Labour completed 29,995 recruitment operations last year and worked to match them and link them to the database of the Social Insurance Organization. For the sake of greater reliability, the matching process has been documented in official letters between the two parties, and the employees are divided into two segments: 7,788 first-time employees (new entrants) who have completed their university or secondary studies and registered as job seekers for the first time, and 22,207 employees who have previously worked. He added that the Ministry of Labour and the Social Insurance Organization keep signed copies of employment contracts for all employment processes for Bahrainis in the private sector, where all employment contracts are audited before being approved. Humaidan pointed out that the figure indicating (5,731) employees that was previously circulated refers only to the segment of new entrants insured for the first time (and those continuing to be insured) until the end of the third quarter 2022, that is, until the end of September 2022. This is indicated by the title of the table from which the number was taken in the periodic bulletin for the third quarter 2022 issued by the Social Insurance Organization. He explained that the ministry approves the employment contracts of employees in the private sector, the level of wages and other working conditions according to qualification. The ministry also passes employment applications through the common electronic system to the Social Insurance Organization, which in turn verifies the application and does not overlap between work periods, approves the insurance application, calculates the deduction rates (insurance contribution), the amount of wages, and approves the name of the employer. Furthermore, the newly insured are identified for the first time by opening a new record for him, and those who have previously worked are modified according to the new job and the new employer. In light of this, data is transferred to other government entities through electronic linking to an identical and documented database that is also approved and audited by the Information & eGovernment Authority. Regarding the publication of the employment data, the Minister of Labour indicated that it discloses the list of the names of companies and the number of Bahrainis employed on the its website and the latest of which was, the publication of a list of 6,211 establishments, which employed 29,995 Bahrainis during the year 2022. The ministry has become accustomed to publishing the names of companies and institutions contributing to the employment of Bahrainis in appreciation of their provision of suitable job opportunities for citizens. As a token of gratitude, companies that employed the most Bahrainis in 2022 were honored last December, under the patronage of His Majesty the King. Similarly, the ministry conducts successive visits to companies who choose to employ nationals and meet with the new employees and listens to their observations and success stories. The ministry continually publishes employment photos and group photos of new recruits, especially those which reveal the companies' pride in national workers and their training fields and providing them with the necessary skills for promotion. In response to a question about the application of Bahrainisation standards, the minister indicated that different sectors and activities are obliged, without exception, to varying levels of Bahrainisation. Based on the degree of demand and desire of Bahrainis in the available professions and the presence of job seekers who are able and willing to work in these specialties in a particular sector or activity, it has been taken into account that the salaries in this activity are rewarding. The appropriateness of the environment and the possibility of moving up the career ladder with job security for the citizen are also borne in mind. The minister underlined that the percentage of Bahrainisation scheduled in some unattractive sectors reaches 5%, as in the construction and cleaning sectors. On the other hand, it has reached 50-60% in attractive sectors such as financial institutions, insurance companies, kindergartens, and nurseries; whilst these percentages are subject to continuous evaluation. A decision has been imposed that to obtain government tenders, it is required to adhere to the prescribed Bahrainisation rates, pointing out that they are applied automatically, and an additional parallel fee (BD500) is imposed on each work permit for foreign workers. However, in the event that the establishment does not comply with the prescribed Bahrainisation rate in addition to the regular fee of BD200, the monthly fee of BD10 per month and the health insurance fee of BD144 at a total cost of (BD1084). In the matter of the completion rates of the National Labour Market Plan, the Minister of Labour explained that since the issuance of Resolution No. (58) of 2021 and approving the National Labour Market Plan, the ministry has coordinated with the Labour Market Regulatory Authority to follow up on all government agencies concerned with implementing the initiatives contained in the plan. Clearly, 74% of the initiatives approved in the plan have been implemented under the three axes targeted in the current national plan. Pursuant to the issuance of Decree No. (21) of 2021 for amending some provisions of Law No. (19) of 2006 regarding the regulation of the labour market, the Ministry of Labour was tasked with preparing the national plan for regulating the labour market. Accordingly, the ministry is coordinating with the concerned authorities to form a technical team to prepare the next draft of the 2023-2026 to be later approved by the Council of Ministers and published in the Official Gazette. HE the Minister referred to the efforts exerted to make the citizen the first choice when hiring through many incentives. Noteworthily of these endeavours is its support to the cost of employing national labour by providing wage subsidy programs that increase the level of incentives for employers. In general, the Bahraini workers receive a subsidy of up to 70% for the first year, 50% for the second year and 30% for the last year, including all national workers with all qualifications. Several initiatives have also recently been launched to boost the employment of university job seekers in better jobs. Amongst the most important of these initiatives is the provision of a special program to support the employment of engineers for a period of 5 years in order to obtain a license to practice the profession in accordance with the requirements of the Council for the Practice of Engineering Professions, where the ceiling of the subsidy has been raised to reach BD1000. A special support program for law graduates has also been introduced, which provides training opportunities with licensed law firms, and trainees are granted a bonus of BD300 per month for two years, depending on the period required to pass the period of a lawyer in training and in preparation for obtaining a law license. In addition to subsidising the recruitment fees of new doctors and dentists for a period of 3 years and raising the salary ceiling for working doctors and dentists up to a maximum of BD1000 and a minimum of BD800. Meanwhile, incentives have been provided to hospitals and medical centres in the private sector that achieve a Bahrainisation rate equal to 25% of doctors, where the facility will receive 10% per month of the cost of Bahraini doctors' salaries in the first year, 20% in the second year and 30% in the third year. A special program has been introduced to improve the wages of Bahraini doctors who are pre-employed in the private sector, and Tamkeen shall bear the salary increase of more than BD600 by BD200 for a year. The ministry has intensified its efforts to accelerate the integration of university students into the labour market. These efforts were able to raise the percentage of university employment in 2022 to reach 31% of the total recruitment operations compared to 23% in 2021. In 2022, 9,427 university students were employed, compared to 6,261 in 2021, and initiatives to facilitate the integration of women into the labour market contributed to raising the percentage of female employment to 41% of the total employment processes in 2022. This is illustrated in the introduction of remote work and part-time work for females, their inclusion in wage subsidy programs, labour laws and social insurance, and increased marketing to employers to obtain vacancies suitable for females, especially university women. With reference to the existence of a comprehensive field survey of the local market on the foreign workforce, including technicians and support workers specialised in medium-return works, Humaidan stated that the Labour Market Regulatory Authority has an updated database of all foreign workers, whether related to work permits or administrative and digital information related to other relevant authorities. He pointed out that the professional levels have been completed and the skill level has been measured for the issuance of professional licenses: for the purpose of regulating professions in the labour market and placing them within professional standards. Additionally, work is underway to activate the draft professional licenses, which are issued by the Ministry of Labour and related to professions for which, there is no government regulatory body, in accordance with the provisions of Law No. 17 of 2007 on vocational training.

Humaidan briefs U.S. delegation on Bahrain's pioneering labour experience

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, met in his office at the Ministry, a US government delegation headed by Mr. Matthew Levin, Director of the Bureau of Trade and Labor Affairs at the US Department of Labor, in the presence of Mr. Stephen Bundy, Ambassador of the United States of America to the Kingdom. During the meeting, they discussed the historical relations between the two friendly countries and ways to enhance them, especially with regard to labour cooperation. In this context, Humaidan reviewed the initiatives and policies pursued by the Kingdom of Bahrain to sustain the growth and stability of the labour market, promote labour rights, and keep unemployment rates within their normal limits, within the framework of the economic recovery plan, and attract more job-generating investment opportunities. Accordingly, the Minister of Labour stressed that social dialogue between the three production parties and the consolidation of the values of union work are among the basic principles adopted by Bahrain to enhance the stability of the labour market. Humaidan also reviewed with the US delegation Bahrain's efforts in developing national labour regulations and legislation in line with international labour standards, including amendments to some labour legislation. His Excellency explained to the visiting delegation the process of implementing the decision to ban discrimination in work on the basis of gender or religion, and the implementation of the workers' wage protection system, in addition to the decision on free movement of expatriate workers, and the unemployment insurance law. He also mentioned the some of the achievements witnessed by the Kingdom such as, the establishment of the Expatriate Labour Protection Centre, the precautionary measures and preventive measures taken by the government during the Corona pandemic (Covid-19), and the launch of economic and financial packages to support the private sector and maintain employment stability. In this context, Humaidan pointed out that Bahrain maintained its leading position in the first category in the US State Department's report on the classification of countries in the field of combating trafficking in persons for the fifth consecutive year. The minister also highlighted the fact that the government is relentless to continue its endeavours in generating tools that contribute to reducing this global phenomenon, in connection to the launch of the first regional centre to combat trafficking in persons. For its part, the US delegation praised the package of initiatives and policies implemented by the Kingdom of Bahrain, considering that Bahrain is a strategic partner of the United States of America. Noting in this context the development and growth of the labour market in Bahrain, while emphasising his country's keenness to enhance cooperation within the framework of the free trade agreement signed between the two friendly countries.

Minister of Labour participates in a meeting to support the implementation of the Palestinian Employment Strategy in Amman

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, participated in the meeting of partners to support the implementation of the Palestinian National Employment Strategy, held by the Arab Labor Organization, on Thursday, in the Hashemite Kingdom of Jordan. This comes within the framework of Arab and international efforts to support job creation and economic growth in the occupied Palestinian territories, in addition to implementing the resolutions of Arab labour conferences and their boards of directors, the latest of which is the decision of the Arab Labour Conference at its 48th session in September 2022. The meeting, which was held in Amman, Jordan, was attended by Mr. Fayez Ali Al-Mutairi, Director-General of the Arab Labor Organization, along with Mr. Gilbert F. Houngbo, Director-General of the International Labour Organization (ILO). Also in attendance were a number of Arab labour ministers, as well as experts and specialists from Arab and foreign countries. The meeting discussed the Palestinian labour issue in light of the spread of unemployment in the occupied Palestinian territories and ways to support the rights of Palestinian workers and alleviate their suffering with material and moral support. They also discussed the proposed programs that would develop appropriate solutions to improve the standard of living, increase employment opportunities and enhance the work environment in the State of Palestine. In a statement on this occasion, Humaidan stressed that the participation of the Kingdom of Bahrain in this meeting comes within the framework of its support for joint Arab action, especially in encouraging efforts to promote economic growth in Palestine and stimulate jobs in it, in addition to following up on the decisions issued by Arab conferences. In this context, His Excellency pointed to the importance of exchanging experiences and expertise among member states to sustain growth in Arab labour markets and create more employment opportunities for young people in Arab countries. On the sidelines of the meeting, Humaidan met with Mr. Fayez Ali Al-Mutairi, Director General of the Arab Labor Organization and discussed with him issues of common interest. Bahrain Participates in Business Development Meetings of GCC Committee of Ministers of Labour

Mr. Ahmed Al-Hayki, Assistant Undersecretary for Labour Affairs at the Ministry of Labour, participated in the first meeting of the Business Development Team of the GCC Committee of Ministers of Labour. This meeting is hosted by the Sultanate of Oman from 20-21 February 2023, in the capital, Muscat, in the presence of representatives of the Ministries of Labour in the GCC States, the General Secretariat of the GCC States, the Executive Office of the Council of Ministers of Labour and Ministers of Social Affairs in the GCC States. During its two-day coordination meeting, the advisory team will follow up on the outputs of the business development study in the Committee of Ministers of Labor and develop an implementation plan for it. The representatives of the ministries of labour will also discuss the priorities of joint Gulf action in the field of manpower, as well as the restructuring of committees and teams under the GCC Committee of Ministers of Labour. Additionally, this meeting will study other topics related to the development of labour market policies in the GCC States, the development of plans and programs to develop the workforce, not to mention enhance the preservation of the basic rights of workers.

Minister of Labour Jameel bin Mohammed Ali Humaidan affirmed that the industrial sector in the Kingdom of Bahrain is witnessing great development in light of attracting industrial investments thanks to the economic diversification policy to create quality opportunities and generate promising jobs for citizens. His Excellency pointed out that the Ministry of Labour continues to implement its strategy, which aims to benefit from the increase in the volume of industrial projects and the abundance of quality jobs, which are necessary to integrate citizens who are searching for work in this vital sector. This came in a statement by the Labour Minister, during his visit to the European Dairy Cooperative Group "Arla Foods", one of the food processing companies in the Bahrain International Investment Park in Hidd Industrial City. It comes as part of a series of visits made by His Excellency to companies and institutions that support the ministry’s initiatives and programs in the field of employing national cadres. On arrival, Humaidan met with Jørgen Greve, the Plant Director and other officials. Humaidan was briefed on the company's recruitment plans and programs to upgrade the company's national workforce. The minister also toured the factory's production stages of dairy and cheese, which distribute approximately 95% of its production in the Middle East and North Africa. After that, he had the opportunity to speak with a number of Bahraini workers and expressed his appreciation for their high productiveness, which is due to their dedication and hard work . He also met with the new recruits who were hired during the year 2023 and expressed his admiration for their orderliness and commitment in their work. In this context, Humaidan acknowledged that the national cadres are the real capital of any development. His Excellency pointed out that the ministry will continue to rehabilitate citizens who are looking for work and make them the first choice for employment in the labour market.
