LMRA supports market development initiatives and strengthens partnership with the private sector

H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, underlined the importance of continuing efforts towards developing mechanisms and procedures that contribute to enhancing the labour market environment. This is in accordance with a system that preserves the rights of all parties, ensures its stability and competitiveness, and responds to the changing market requirements, in a way that preserves the Kingdom of Bahrain's leadership and attractiveness for investment and capital. This came as part of his chairmanship of the seventh meeting of the fourth session of the Board of Directors of the Labour Market Regulatory Authority, via remote video conference, in the presence of members of the board and H.E. Mrs. Noof Abdulrahman Jamsheer, CEO of the Labour Market Regulatory Authority. During the meeting, Humaidan expressed the support of the board for the efforts of the executive management in supporting the enhancement and development of the labour market environment, which is reflected in the security and stability of society. Humaidan praised the results of intensifying visits and inspection campaigns carried out by the LMRA, in coordination with the relevant government agencies, foremost of which is, the Ministry of Interior in its various agencies. These campaigns were initiated in order to consolidate necessary measures to tighten dealing with violators aimed to achieve the government's objectives to address irregular employment, in parallel with the implementation of awareness campaigns for workers on the laws and regulations in force in the Kingdom of Bahrain. For her part, Her Excellency Mrs. Noof Abdulrahman Jamsheer, CEO of the Labour Market Regulatory Authority, presented a report on the efforts and programs of the Authority and the results that have been achieved and are being implemented, with the aim of achieving the highest levels of service provided to citizens and residents. One of the most prominent of these initiatives is the Wages Protection System, which verifies the payment of all wages of Bahraini and expatriate workers electronically, which helps enhance transparency, the importance of monitoring, as well as reducing labour disputes. She also pointed out that work is underway to develop the Wages Protection System and link it to the Expatriate Labour Management System (EMS). The Chief Executive Officer of the LMRA reviewed the results of the implementation of the employment registration system, which aims to eliminate the negative social and economic impacts of irregular employment in the labour market according to a close partnership mechanism with the private sector. Jamsheer also presented an insight on the importance of ensuring the role of registration centers on the legal status of workers wishing to obtain a permit and referring their applications to the authority, in addition to verifying the availability of professional qualifications or training to obtain the necessary certificates to practice the required profession. At the same time, she pointed out the relevance of the worker's card, which contains all the information and data related to the worker and his/her qualifications, which on the one hand will help the employer to identify the capabilities of the worker and verify his/her legal status. Jamsheer also highly appreciated the success of the Labour Market Regulatory Authority in passing the external audit of the (ISO 9001-2015 Certificate in the Management of Quality Systems) in all its sectors, while achieving all the requirements of the certificate by applying the actual and accurate quality principles according to international standards. Similarily, the members of the Board of Directors of the Labour Market Regulatory Authority expressed their support and appreciation for the efforts made by the Executive Management of the Authority, in implementing projects and programs that aim to facilitate procedures for employers and customers and contribute to meeting the needs of the labour market and preserving the rights of its parties. They also called for continuing the daily inspection campaigns and visits, together with strengthening efforts to maintain the work environment and productivity.

HM King Hamad bin Isa Al Khalifa deputised H.E. Minister of Labour Jameel bin Mohammed Ali Humaidan to attend the 37th annual ceremony honoring hardworking and outstanding workers and distinguished establishments in the private sector, held under the patronage of HM the King, on Wednesday at the Gulf Hotel. Among the attendees were a number of ministers, members of the Shura and Representatives Councils and other officials. The ceremony was also attended by Mr. Sameer Abdulla Nass, Chairman of the Bahrain Chamber of Commerce and Industry, Mr. Abdulqader Abdulkareem Al-Shehabi, the Secretary-General of the General Federation of Workers Trade Unions (GFWTU). In a speech at the beginning of the ceremony, HE the Minister of Labour extended his sincerest congratulations to HM King Hamad bin Isa Al Khalifa, and to HRH Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister and all the people of Bahrain on the joyful occasion of the Kingdom’s celebrations of its national day and His Majesty’s accession to the throne. In addition to commemorating the establishment of the modern Bahraini state during the era of the founder Ahmed Al-Fateh as an Arab and Muslim state in 1783 AD. HE the Minister of Labour also conveyed the greetings of HM the King and the first supporter of Bahrain's workers, expressing His Majesty's permanent pride in the national workforce, which was and still is the main engine of comprehensive development in the Kingdom of Bahrain. Humaidan asserted that the Kingdom of Bahrain, under the gracious leadership of HM the King, and the prudent approach of the government headed by HRH Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, has succeeded in addressing the repercussions of the global spread of the Corona pandemic (Covid-19) on various aspects of life with distinction. He also pointed to the benefit gained from the existing cooperation between the three production parties, who established the principles of social dialogue and contributed to strengthening the building of community partnership that helped increase employment rates, both quantitatively and qualitatively. His Excellency continued by saying that this is a challenge that requires maintaining the pace of employment and absorbing the influx of fresh graduates into the labour market. The minister concluded his speech stating that the Kingdom of Bahrain is working according to an integrated system to achieve comprehensive and sustainable development in various fields for the benefit of the country and its citizens. Accordingly, all efforts are aimed at attracting job-generating investments and granting facilities to citizens to be productive entrepreneurs who contribute to the development process. Humaidan also focused on the need to motivate Bahraini youth to adopt their own businesses by supporting small and micro enterprises. In conclusion, he expressed his genuine congratulations to all the honorees at this ceremony. For her part, Mrs. Heba Abdel Imam Berni delivered the honorees' speech, through which, she expressed the honourees’ deep gratification in being honoured by the state and one which, always has taken care of its people for their loyalty and excellence in work. She added that the annual patronage of the ceremony by HM the King is evidence of his interest in the national workforce and His Majesty's keenness to highlight its role in the economic and social development process witnessed by the Kingdom of Bahrain.. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority (LMRA), received on Tuesday, the Ambassador of the Democratic Socialist Republic of Sri Lanka to the Kingdom of Bahrain, H.E. Pradeepa Saram, in his office at the ministry, to mark the end of the Ambassador’s service in the Kingdom. On this occasion, HE the Minister of Labour expressed his appreciation for the efforts made by Ambassador Pradeepa Saram and her role in enhancing joint cooperation between the two friendly countries, as well as raising collaborative levels in all fields, foremost of which is, labour affairs. He also wished her continued success in her future assignments. For her part, H.E. Saram expressed her pride in working as her country's ambassador to Bahrain, praising the support and cooperation she received throughout her work in the Kingdom from all sides, which contributed to the success of her diplomatic mission. It also touches on the types of delegated regulations and their comparison with democratic systems in Europe Humaidan expressed his admiration and appreciation for the efforts made by Al Hammadi to publish this valuable book and for the rich legislative contents it contained and its beneficial impact on the public interest.

H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, paid a visit to Lulu Hypermarket Bahrain, one of the companies contributing to the success of the employment initiative, which comes within the implementation of the objectives of the National Labour Market Plan (2021-2023) in creating promising job opportunities and making the citizen the first choice in the labor market. This initiative aims to employ 20,000 Bahrainis and train 10,000 Bahrainis annually until 2024 as part of the economic recovery plan. This visit is one of His Excellency's field trips to companies and institutions that support the ministry's initiatives and programs in the field of employing national cadres. The minister was accompanied by a number of ministry officials. His Excellency the Minister of Labour met with Mr. Juzer T Rupawala, Regional Director of Lulu Hypermarket Group, and a number of the company's employees, where he was briefed on the company's strategy and efforts in attracting, developing Bahraini capabilities professionally and advancing their careers, which reached 30% of Bahrainis working in the group. At present, the company has 1000 Bahrainis in various administrative, technical, marketing and customer services departments. Thanks to the joint cooperation with the Ministry of Labour, the Lulu Hypermarket Group was able to employ 750 Bahrainis during the years 2021-2022. Moreover, the company is also using part-time employment by hiring 15 Bahrainis of persons with determination. In a statement on this occasion, H.E. the Minister of Labour expressed his happiness to make this visit to Lulu Hypermark. Then he thanked the company's management for the high rates of employment of national labour and reliance on them in managing the production movement. Also, he pointed to the efforts taken by the company in developing Bahraini workers professionally and working on their career progression to achieve their career ambitions in a way that enhances the stability of employment. After that Humaidan praised the employees and workers who joined the private sector and integrated into the labour market in order to contribute to the comprehensive development process witnessed by the Kingdom of Bahrain. Humaidan highlighted the importance of revealing the success stories of employers and workers who through their dedication to their work have demonstrated the ability of Bahraini youth to manage production and occupy many managerial and supervisory positions. He also pointed to the role played by the private sector in supporting the employment programs implemented by the Ministry of Labour, stressing the importance of continuing to launch initiatives aimed at increasing the employment of nationals and granting privileges to establishments that are committed to employing national workers, supporting their wages and providing them with free training in specialised professional courses. For his part, Mr. Juzer T Rupawala, the Regional Director of Lulu Hypermarket Group, stressed that the support provided by the Government of the Kingdom of Bahrain to the private sector, not to mention the flexible facilities for enterprises have contributed to their growth and helped them attract more national competencies. He then emphasised the need for the government to continue to develop supportive initiatives and strategies, which are reflected in the core responsibilities of private sector institutions towards the Kingdom of Bahrain and that served this sector with many encouraging and stimulating advantages. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, has pointed that Bahraini women have clearly proven their achievements and successes in all fields and productive sectors making them deserve the support and attention they continually receive from all official and civil authorities in the Kingdom of Bahrain. At the forefront of this attention is the high thoughtfulness of HM King Hamad bin Isa Al Khalifa, and the prudence of the government headed by HRH Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, and the pivotal role in supporting the advancement of Bahraini women through the Supreme Council for Women headed by HRH Princess Sabeeka bint Ibrahim Al Khalifa, Wife of His Majesty the King and President of the Supreme Council for Women. This came in a speech delivered by HE the Minister of Labour during his patronage and opening today, Wednesday, the Seventh Conference for Working Women, organized by the General Federation of Bahrain Trade Unions, from 21 to 22 December, under the title "The Future of Working Women in the Health Sector", at the Diplomat Hotel. Also present at the opening were HH Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry of Labour, Mr. Abdul Qadir Abdul Karim Al Shehabi, Secretary-General of the General Federation of Bahrain Trade Unions, representatives of institutions, civil society organisations and union figures. He pointed out that there are many initiatives implemented by the Ministry of Labour in cooperation with the Labour Fund (Tamkeen) by providing many incentives to increase the pace of employment of Bahraini women in various vital and attractive sectors in line with the objectives of the economic recovery plan, pointing to the importance of creating promising job opportunities and making the citizen the first choice in the labor market. After that, the minister drew attention to the project that supports the wages of female citizens working in the private sector who work in part-time and remote work systems, well suited with their social and family status. Humaidan went on to explain that this project allows working women to fully benefit from all the privileges granted to the national workforce within the regular labour system. Humaidan also explained that Bahraini women accounted for 40.3% of the total number of employees in the private sector until last October. The private health sector has also witnessed a growth in women's employment making up to 73% of the total recruitment operations carried out in the sector. In addition, the female workers represent 62% of the total Bahraini workers in the health sector, according to data obtained from mid-2022. For his part, Mr. Abdul Qadir Abdul Karim Al Shehabi, Secretary General of the General Federation of Bahrain Trade Unions, stressed the need to continue supporting women in the labour market and union work. He pointed out the importance of what the education and health sectors represented, as there were many working women in those sectors who could absorb the largest percentage of qualifications in the labour market. Moreover, he focused attention on the great role played by Bahraini women in the kindergarten sector and the existence of possibilities and opportunities to accommodate more female job seekers to develop this sector, as it is an important educational pillar. The Secretary-General of the General Federation of Bahrain Trade Unions praised the distinguished efforts made by the medical sector in the Kingdom of Bahrain during the Coronavirus (Covid-19) pandemic, through the wonderful models of giving and sacrifice made by medical staff, especially female cadres, in the public and private sectors. For that very reason, he affirmed the support of the General Union for the efforts and initiatives of the Ministry of Labour and the competent national authorities to qualify citizens and enhance their employment opportunities as the first choice in all productive sectors, as well as supporting their wages and improving their professional performance.

Minister of Labour salutes NSH for targeting young Bahrainis and prepping them professionally

As part of a series of field tours by H.E. Mr. Jameel bin Mohammed Ali Humaidan, the Minister of Labour, to establishments operating in the private sector to contribute to the success of employment initiatives within the economic recovery plan. Among these tours, the minister paid a visit to Nasser Saeed Al Hajri Corp (NSH), which is responsible for the refinery development project at the Bahrain Petroleum Company (Bapco), where he met with the Chairman of the Board of Directors of the company, Dr. Ravi Pillai. At the said visit, the minister was accompanied by a number of officials in the ministry. During the visit, Humaidan was briefed on the company's policies in the field of training and employing job seekers. Over the course of this year, the company employed 443 Bahrainis, as part of the second edition of the National Employment Program. Furthermore, the company focuses on the importance of developing the efficiency of the national workforce in various departments and sections and aims to raise the level of performance of these cadres professionally to enable them to move up the career ladder to reach advanced positions. Humaidan expressed his appreciation for the security and safety measures implemented by the company to protect workers in work sites, through which it was able to achieve 50 million working hours without accidents, or occupational injuries in 2022. His Excellency also met with a number of Bahrainis working at NSH and has been keen to listen to their success stories and to every effort they exerted and which, helped them rise up the career ladder. The minister has been impressed by both their resolution and devotion to be part of building and developing their country. After that, Humaidan expressed his happiness for what he noticed by the sincerity of their dedication towards the company for everything it provided to them whether through training, or rehabilitation in order to upgrade their professional competency. In this context, Humaidan praised the company's plans to recruit and train more Bahrainis, and its keenness to provide an attractive and productive work environment, pointing to the joint cooperation between the company and the ministry in employment projects. He also emphasised on the importance of participating and encouraging employers to attract more job seekers, based on the brilliant Bahraini models that have progressed in their career paths thanks to their perseverance and job sincerity, which is a key criterion in the advancement of enterprises. Accordingly, the minister called on all employers to benefit from the successful experiences of companies that relied on the national element and achieved remarkable successes in their stability, growth and increased productivity. Similarily, H.E. the Minister of Labour praised the occupational safety and health plans at work sites pursued by the company, stressing that these applied measures contribute to reducing the risks of work accidents and occupational diseases. Especially, since securing a healthy work environment is one of the most important pillars for the growth of establishments and reflects Bahrain's interest in applying the principles and requirements of occupational safety in order to protect workers. For his part, Dr. Ravi Pillai praised the facilities provided by the Ministry of Labour to various establishments operating in the private sector. Ravi stressed the success of the company's experience in investing in Bahraini workforce, due to its perseverance, discipline and sincerity in performing its work. He also asserted that the company is adamant to include more Bahrainis in the next phase, with the help and cooperation of the Ministry of Labour.

Labour Minister Jameel bin Mohammed Ali Humaidan met with the Vice President of Bahrain Free Labour Unions Federation (Al Hurr) and former Officer of Working Women and Children’s Affairs Zubaida Al Balushi, where she presented him with a copy of her book (The Role of Arab Women in Trade Union Work). Humaidan praised the efforts made by the author in this specialised work, by documenting the role of working women in the Arab world, and their ability to represent themselves in various labour and trade union organisations. This publication aims to highlight the importance of protecting the rights of working women and supporting their career and development. In six chapters, the book deals with the trade union contributions of Arab women at the local level, namely the Gulf and Bahraini women, and their role in this field. It also provides an account of the fruitful journey of the Supreme Council for Women (SCW) and its achievements for Bahraini women. In addition, it highlights the author's personal experience in Bahraini trade union work and the achievements of the Women and Children Committee of the Bahrain Free Labour Unions Federation (Al Hurr).

Labour Minister briefs GASTAT’s Chairman on electronic recruitment systems in Bahrain

H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, met with Dr. Fahad bin Abdullah Al-Dossari, President of the General Authority for Statistics (GASTAT’s) in the Kingdom of Saudi Arabia and his accompanying delegation, within the framework of enhancing joint cooperation between the two brotherly countries in various fields, especially in the field of labour market regulation and employment issues. During the meeting, Humaidan briefed Al-Dossari on the regulations applied in providing job seekers and employers' services and on the electronic system that regulates all recruitment processes. The minister went to explain about the criteria needed for matching the qualifications of job seekers with the vacancies offered, especially since most of the operations are automated in partnership with the Information and eGovernment Authority and the Public Authority for Social Insurance. This high-tech electronic connectivity between the various government agencies helps to ensure more accuracy in the application of all exchange standards, whether it be with unemployment insurance entitlements for beneficiaries, or that concerning the employment standards. The induction of such electronic systems in public services led to a reduction the documents required for researchers and employers to conduct transactions, which contributed to the development of recruitment processes, training and conditions of unemployment insurance benefits quickly and effectively. For his part, Al-Dossari praised the experience of the Kingdom of Bahrain in organising and developing the criteria for registering job seekers and the facilities granted to them and motivating them to register with the Ministry. At the forefront of these standards is the disbursement of unemployment insurance, which is a leading system in the region. He also commended the quality of services provided to the unemployed, such as job opportunities, training programs, on-the-job training opportunities, and the advantages of employing national competencies that employers benefit from.

iGA, Labour Ministry launch Technical Development Programme to train 240 ICT graduates in 3 years

Manama, Kingdom of Bahrain – The Information & eGovernment Authority (iGA), in cooperation with the Ministry of Labour, announced the launch of the ‘Technical Development Programme’ at a press conference held at the Officer’s Club. The program aims to train Bahraini university graduates and job seekers in the ICT field. 240 participants, between the ages of 21 and 30, and are registered in the National Employment Program with the Ministry of Labour, will be accepted into the program in batches by the iGA over a period of three years. Speaking during the conference, the Minister of Labour stressed the Government’s commitment to providing training opportunities for citizens. He affirmed that the program is in line with the objective of the Economic Recovery Plan launched in 2021, through developing a high skilled national workforce, especially in the ICT and cybersecurity fields. He added that the Ministry has nominated 100 graduates and job seekers who are registered with the Ministry’s employment program, 80 of them will receive a year-long training as part of the first batch in the Technical Development Program. The trainees will each receive a remuneration of BD400 a month as financial support. For his part, iGA Chief Executive Mohammed Ali Al Qaed affirmed the Authority’s support in developing the national skill set in the ICT field. He added that this initiative is in line with the Government’s set goals and launched strategies, including the Information & Telecommunications (ICT), and Digital Economy Strategy (2022-2026). He highlighted that the Technical Development Program will involve upscaling the participants’ qualifications by obtaining internationally accredited Professional Certificates, which will contribute to their career development. Graduates and job seekers who meet the set requirements can register for the program from 11th to 24th December 2022 by visiting the program webpage available on the iGA’s website, iga.gov.bh. Labour Minister meets ILO Director-General at Asia-Pacific Conference in Singapore

H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority, met with Mr. Gilbert Hongbo, Director-General of the International Labour Organization (ILO), on the sidelines of his participation in the 17th Conference of the Asia-Pacific Region of the ILO, held in the Republic of Singapore from 6 to 9 December 2022. Humaidan praised the technical cooperation between the Kingdom of Bahrain and the ILO, and the organization's support for many programs and initiatives related to labor affairs launched by the Kingdom that contributed to achieving stability and steady growth in the labor market in recent years. During the meeting, Humaidan discussed a number of issues of common interest, and reviewed the most prominent projects and advanced strategic plans adopted by the Government of the Kingdom of Bahrain to raise employment rates for citizens and maintain the unemployment rate within safe and low limits within the framework of the economic recovery plan. Both sides also discussed the initiatives and programs implemented by the Government of Bahrain in cooperation with production partners, employers and workers, within the framework of continuous care for the rights of the workforce, ensuring equality between different categories of workers and combating all forms of discrimination and trafficking in persons. HE the Minister of Labour provided details on the advanced steps taken by Bahrain to ensure the stability in labour relations during the global spread of the Coronavirus (COVID-19) pandemic. He precisely talked about the measures taken to provide financial and economic support packages that contributed to the stability of employment in various productive sectors and the importance of strengthening social protection systems for workers. Additionally, he expressed admiration for the pioneering model launched by the Kingdom of Bahrain in cooperation with the International Labor Organization (ILO) concerning unemployment insurance in 2006. In turn, the Director-General of the Organization lauded the innovative experiences brought about by the Kingdom of Bahrain, especially relating to the positive cooperation between the three production parties and developing social dialogue to serve labour and production issues. Hongbo saluted the efforts made by Bahrain to combat the negative effects of the (Covid-19) pandemic on the labour market and its keenness to achieve financial, economic and social support for all workers in Bahrain.

Minister of Labour confirms stability and growth in Bahrain’s labour market thanks to the economic recovery plan

H.E. Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Board of Directors of the Labour Market Regulatory Authority (LMRA), affirmed that the Government of the Kingdom of Bahrain, headed by HRH Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, attaches great importance to continuing and strengthening cooperation with the International Labor Organization (ILO) and brotherly and friendly countries in order to consolidate the foundations and principles and its endeavours to spread social justice and promote fundamental rights at work. His Excellency also expressed his thanks and appreciation for the generous patronage by H.E. Mrs. Halimah Yacob, President of the Republic of Singapore, and for her support of the stability and growth of the relationship between the production parties. Humaidan also referred to the economic recovery plan launched by the Government of the Kingdom of Bahrain in order to stimulate the national economy, develop the labor market, develop promising sectors and attract more job-generating investments. Accordingly, he explained the aspects of the success of this plan, which contributed to raising the employment rates of citizens, reducing the unemployment rate, and achieving more stability and growth for the labor market in a period not exceeding a year of its launch This came in the speech of the Kingdom of Bahrain delivered by Humaidan before the 17th Conference of Ministers of Labour and Employment of the Asia-Pacific Member States of the International Labour Organization (ILO), which is held in Singapore from 6 to 9 December 2022. Participation in this conference is represented by high-level delegations, led by labour ministers from 47 countries, and heads of employers' and workers' organizations and organizations in Asia and the Pacific. H.E. the Minister of Labour praised the Director-General's choice of the theme "Renewed social justice for a human centered recovery in Asia, the Pacific and Arab countries" as the theme of the conference, due to its close relevance to the various challenges faced by member states. In addition to being the main axis of the strategic plan to support the structural transformation of countries' economies in a way that contributes to the growth of labour markets and the achievement of job security and social protection. In his speech, Humaidan reviewed Bahrain's efforts to overcome the repercussions imposed by the global spread of the Corona pandemic (Covid-19) and the success stories it has recorded in this path by launching initiatives with humanitarian, health and economic dimensions. At the forefront of these are the provision of financial and social support packages to private sector enterprises to address the economic effects of the pandemic, which effectively contributed to the stability of the labor market and avoiding the specter of layoffs or job losses. During his narration of the events, HE the Minister of Labour touched on the role of integrated social protection systems in addressing the repercussions of the pandemic, referring in this context to the role of the unemployment insurance system, which has been applied in the Kingdom since 2006. He also referred to the contribution of the project in strengthening social protection for workers and job seekers during this exceptional period. At the end of his speech, he thanked the Republic of Singapore for hosting the work of this conference, stressing that the Kingdom of Bahrain is proactive in cooperating with the production parties to achieve the objectives of the organization.

HE Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Labour Market Regulatory Authority, headed on Tuesday the delegation of the Kingdom of Bahrain to the 17th Conference of Ministers of Labour and Employment of the Asia-Pacific Member States of the International Labour Organization (ILO), which is held in the Republic of Singapore from 6 to 9 December 2022, under the chairmanship of HE Mrs. Halimah Yacob, President of the Republic of Singapore, together with high-level delegations headed by ministers concerned with labor from (47) countries. Also, in attendance are heads of bodies and organizations of employers and workers in Asia and the Pacific. The delegation of the Kingdom of Bahrain taking part in the current session of the conference includes representatives of the Ministry of Labour, headed by Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, in addition to Mr. Sameer Abdulla Nass, Chairman of the Bahrain Chamber of Commerce and Industry, representing employers, and Mr. Hassan Abdulla Al-Halwachi, Deputy Secretary-General of the General Federation of Bahrain Trade Unions, representing workers, and in the presence and participation of Mr. Yaqoob Yousef Mohammed, Chairman of the Executive Council of Bahrain Free Labour Unions Federation (Al Hurr). In her opening speech, H. E. Halimah Yacob, President of Singapore, stressed the importance of strengthening cooperation among the Asia-Pacific countries to ensure the success of economic recovery plans that generate decent jobs, enhance fruitful cooperation between the three production parties in member countries to serve development and production issues in this region. Her Excellency also pointed out the importance of investing in developing the skills needed by the labour markets both now and in the future. The conference will discuss the most important political, economic and social issues in the field of labour related to the Asia-Pacific countries in particular, the development of plans and programs of the International Labour Organization and the budgets allocated to it. Other topics on the conference’s agenda includes the projects and programs on job growth, and the best successful experiences in addressing the economic and social effects of the (Covid-19) pandemic on the economies of the world, and the recovery of labour markets with the receding of the pandemic. It will also concentrate on the need to strengthen tripartite commitment to international labour standards, especially in the area of promoting dialogue and cooperation to achieve greater stability and job generation. The current session of the conference will review the report of Mr. Gilbert Houngbo, Director-General of the International Labour Organization (ILO), in which he addresses the importance of promoting equity and human capacities to take advantage of opportunities in a changing working world. Equally important, the talks will address aspects of supporting employers and workers through digital transformation and upgrading professional, technical and institutional skills in order to promote decent work and continue efforts to grow a sustainable economy. Equivalently, the meetings presented an overview of the financial and investment policies in the labour markets and the possibilities of investing in digital infrastructure to meet future human resource needs in line with economic transformation and market expectations. Similarly, emphasis was placed on strengthening social dialogue between the parties of production, including the creation of economic recovery policies. All the debates emphasize the importance of supporting countries' efforts to promote equality between men and women in labour markets, as well as improving productivity levels in enterprises and activating skills as a means of creating jobs, and developing skills especially for medium, small and micro enterprises (MSMEs).

Decision issued by Minister of Labour .. Reformation of the Joint Coordination Committee of the Unemployment Labour Law

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, issued a decision to reconstitute the Joint Coordination Committee to follow up the implementation of the provisions of the Unemployment Insurance Law, stipulated in Article (3) of Decree-Law No. (78) of 2006 on Unemployment Insurance, under the chairmanship of His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry of Labour. The membership of this committee consists of representatives of the Ministry of Labour and the Social Insurance Organization. The Committee is responsible for following up the implementation of the provisions of Decree-Law No. (78) of 2006 on unemployment insurance, proposing the necessary ministerial decisions for its implementation and solutions that contribute to the development of the unemployment insurance system, and completing any other tasks assigned to it by the Ministry of Labour and the Social Insurance Organization. The members of the Committee consist of representatives from the Ministry of Labour, namely: Mr. Ahmed Jaafar Al-Hayki, Assistant Undersecretary for Labour Affairs and Vice Chairman, Mrs. Fowziya Saleh Shehab, Director of Compensation and Unemployment Support, Ms. Ebtisam Salem Al-Rawahi, Head of Legal Affairs, Mr. Jaafar Mousa Al-Jad, Head of Information Systems Development, and Ms. Najwa Abdul Shaheed Buhassan, Head of Insurance Claims Registration and Evaluation. On the other hand, representatives from the Social Insurance Organization are: Mr. Abdullah Turki Al Mahmoud, Executive Director of Customer Services, Mrs. Salma Abdulrahman Al-Sayed, Executive Director of Information Technology, Mr. Khalid Ali Abdulaziz, Executive Director of Insurance Entitlements, and Mrs. Abeer Jassim Al-Amir, Director of Loans and Compensation.

Labour Minister meets Al Hurr Executive Council Chairman

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour, met with Mr. Yaqoob Yousef Mohammed, Executive Council Chairman of the Bahrain Free Labour Unions Federation (Al Hurr), who was accompanied by Board Chairman and members of the Board of Directors of the Free Pensioners Centre (under establishment), in his office at the Ministry. During the meeting, they reviewed the most important achievements and gains of trade union work in the Kingdom of Bahrain. The two parties also discussed ways to enhance cooperation between the Ministry of Labour and trade union organisations within the framework of tripartite social dialogue. HE the Minister was briefed on the objectives of the Free Pensioners Centre, which Al Hurr is set to launch in the next phase. This centre will include a group of retirees and aims to serve this category by benefiting from their long experience and encouraging them to develop plans, train young capabilities and provide generations with knowledge to develop their job performance. Humaidan stressed the positive contributions made by trade union organisations, pointing to the importance of strengthening joint coordination in order to improve the work environment and use it to encourage excellence and increase productivity in private sector establishments. In turn, the Executive Council Chairman of Bahrain Free Labour Federation (Al Hurr) praised the ongoing cooperation between the two sides, pointing to the support of the Ministry of Labour for human resources and its insistence to provide a decent work environment that encourages initiatives in promoting the trade union activities. He looked forward to further the cooperation between the three production parties to achieve sustainable growth in various productive sectors.

His Highness the Undersecretary of the Ministry of Labour chaired the meeting of the Equal Opportunities Committee

Ministry of Labour held its regular meeting of its Equal Opportunities Committee under the chairmanship of the Undersecretary of the Ministry, His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, at his office. During the meeting, they reviewed operational plans and programs that contribute to achieving the goals and principles of equal opportunities, supporting the advancement of working women, in addition to benefiting women in general, from the various services provided by the ministry. The committee also highlighted the importance on improving and promoting gender equality amongst the ministry staff.
